Modernizing the Procedural Bylaw

I would like council to review and modernize the Village’s procedural bylaw so that council meetings are clearer, better organized, and easier for residents to follow.

This issue is about improving the rules that govern how council meetings operate. Areas for review could include agenda deadlines, supporting documentation, late additions, notices of motion, delegation requests, council reports, administrative reports, public submissions, and how council handles items that are not ready for decision.

Why it matters

Good meeting procedure protects transparency and fairness. Council members should receive the same information at the same time. Residents should be able to understand what is being discussed and why. Administration should have clear direction on what is required before an item is placed before council.

My current thinking

I think the current bylaw provides a foundation, but it should be reviewed against modern expectations for transparency, preparation, and orderly meetings. I want council to avoid surprises, unclear motions, unsupported agenda items, and situations where important documents are introduced without enough time for review.
