Property Redevelopment and Renovation Tax Incentive

I would like council to explore whether a limited, criteria-based municipal tax incentive could encourage property redevelopment, major renovations, infill, and community revitalization in Barons.

What's being discussed?

This issue is about whether the Village should consider a temporary municipal tax incentive for eligible redevelopment or renovation projects. The goal would be to encourage investment in existing properties, support new housing or business activity, improve the appearance of the community, and grow the assessment base over time.

Why it matters

Barons has older properties, vacant or underused sites, and opportunities for reinvestment. A well-designed incentive could make it easier for property owners to take on meaningful improvements. At the same time, any tax incentive has a cost, so council needs to understand who benefits, who pays, and whether the long-term gain is worth the short-term reduction in municipal tax revenue.

My current thinking

I do not support an open-ended tax break with unclear rules. I would only support further consideration if the program is limited, measurable, and based on clear eligibility. The program should focus on projects that create a real improvement, not routine maintenance that would have happened anyway.

  • Whether the incentive should apply to residential, commercial, or both
  • Whether it should apply to new construction, major renovations, redevelopment, or infill
  • Minimum project value required to qualify
  • Whether the incentive should apply only to the increase in assessed value
  • How long an incentive should last
  • Whether the incentive should be phased out over several years
  • How to prevent unfair treatment between property owners
  • How much municipal tax revenue could be deferred or exempted
  • Whether the program would create enough long-term assessment growth to justify the cost
  • Examples from other Alberta municipalities
